The National Electric Vehicle Infrastructure (NEVI) Formula Program is part of the Infrastructure Investment and Jobs Act (IIJA), which includes $550 billion in funding for new federal investment in infrastructure such as roads and bridges, water infrastructure, internet, and EV infrastructure. The NEVI program is designed to help EV ownership become more feasible and reduce emissions from transportation, eventually reaching a goal of zero emissions by 2050. This program allocates a total of $7.5 billion toward the growth of public EV infrastructure. From this funding, $5 billion will be used nationwide, with the remaining $2.5 billion used for regional and community charging grants.
How Does the Program Work?
The NEVI Formula program provides funding to states to build an interconnected network of public Level 3 DC Fast Charging stations. This charging network is mapped out based on states’ designated Alternative Fuel Corridors (AFCs). AFCs are a network of EV charging systems along national highway systems and other public roads, designed to make EV charging more accessible. State AFCs help build a national AFC network. Once a state has mapped out its AFCs, it can provide NEVI program funds to qualified DCFC stations located along the AFCs, up to 80% of project costs. If the Department of Transportation considers all AFCs in a state fully developed, then the state may propose other public locations and roads for NEVI-eligible charging station installation.
Requirements
For charging stations to be eligible for NEVI funding they must meet the minimum requirements as defined by the Federal Highway Administration (FHWA):
- Charge four vehicles at 150kW simultaneously (stations must include four 150kW level 3 DC fast chargers)
- Meet power requirements for DC chargers
- Located within 1 mile of an AFC
- No more than 50 miles apart along each AFC
- Meet power requirements for DC chargers
- Cover the remaining total project costs
- Must be publicly available
States can also create their own requirements in addition to federal NEVI standards.
